About PORA

The Pennsylvania Outdoor Recreation Association (PORA) is a professional association dedicated to strengthening outdoor recreation businesses across Pennsylvania. We represent the unified interests of experience providers, from ski resorts to whitewater rafting, adventure parks, caves and more.

PORA advances our members' business interests through legislative advocacy, workforce development strategies, and operational support. We monitor state and federal policy that affects outdoor recreation businesses, leverage collective resources to address shared challenges, and facilitate peer-to-peer collaboration on best practices and risk management.

We also work to build the workforce pipeline for our industry. By partnering with secondary educators, post-secondary institutions, and regional workforce development agencies, we raise awareness of outdoor recreation careers and help address member businesses' staffing challenges.

Board of Directors

PORA welcomes applications from strategic leaders interested in shaping the future of Pennsylvania's outdoor recreation industry. Board members provide governance and strategic oversight through quarterly meetings, committee leadership, and industry advocacy.

We consider candidates who are senior-level professionals affiliated with outdoor recreation providers or businesses serving the industry and can contribute strategic vision, industry expertise, and professional networks to advance our mission.

Ladora "Lori" Phillips, Board President

Ladora “Lori” Phillips is General Manager of Recreation Management Corporation, which operates Ski Big Bear at Masthope Mountain in the winter and Costa’s Family Fun Park in the summer. A longtime leader in Pennsylvania’s outdoor recreation and tourism industries, Lori has served on the Board of Directors of the Pennsylvania Ski Areas Association — now the Pennsylvania Outdoor Recreation Association — for the past 12 years, including the last 8 years as president. She also served on the Growing Outdoor Recreation Pennsylvania (GORP) committee, helping shape the Commonwealth’s outdoor recreation strategic plan.

Lori is committed to strengthening Pennsylvania’s outdoor recreation economy and supporting the businesses, communities, and families it serves. Through collaboration with industry leaders, vendors, and legislators, she continues to advocate for a strong, business-friendly environment that helps showcase and sustain Pennsylvania’s natural and recreational resources for future generations. 

Erin Visco, Treasurer

Erin Visco is the General Manager of Bear Creek Mountain Resort in Macungie. An accomplished hospitality leader with more than 27 years of experience, Erin has held multiple leadership roles throughout her career, including Director of Catering, Regional Director of Sales and Marketing, and General Manager.

After transitioning into the resort industry in 2007, Erin joined Bear Creek as Director of Sales and Marketing before earning the role of General Manager in 2018. In addition to her responsibilities at the resort, Erin serves as Treasurer for the Pennsylvania Outdoor Recreation Association, formerly the PSAA, and serves on the boards of the Pennsylvania Tourism Coalition and the Pennsylvania Restaurant & Lodging Association

Andrew Halmi, Board Member

Andrew Halmi is the General Manager of Mount Pleasant of Edinboro, a year-round ski and outdoor recreation resort in Washington Township, Erie County, Pennsylvania. A dedicated, hands-on leader in the winter sports industry, Andrew’s extensive experience spans nearly every critical facet of mountain operations, ranging from ski school and snowmaking to lift operations and lift maintenance.  Andrew has been with Mount Pleasant for over 20 years.

In his role as General Manager, Andrew oversees all daily operations for the historic "mom-and-pop" ski area. His leadership drives both the winter season and the resort's summer transitions, including the management of over seven miles of mountain biking and hiking trails, and other summer events. 

Lutricia Eberly, Executive Director

With extensive experience in outdoor industry leadership, including roles at Roundtop Mountain Resort and as Chief Membership Officer with Girl Scouts in the Heart of Pennsylvania, Lutricia brings a unique blend of skills in business development, board engagement, outdoor programming, and membership growth to PORA.

As PORA's Executive Director, Lutricia serves on the Cumberland Area Economic Development Corporation (CAEDC) board as Tourism Chair, Outdoor Business Alliance of Pennsylvania (OBAPA) as a board member, and on the Pennsylvania Restaurant and Lodging Association (PRLA) Tourism Coalition as Secretary.

Brett Cook, Board Member

Brett has over 17 years of experience in the winter sports industry, currently serving as Vice President & General Manager of Seven Springs, Hidden Valley, and Laurel Mountain resorts. He has experience in almost every aspect of ski resort operations including lift operations, lift maintenance, snowmaking, ski and ride school, food and beverage, lodging, conference services, and golf operations. Prior to his current role, he served as the General Manager at Roundtop Mountain Resort, General Manager at Whitetail Resort, and held several operations positions at Liberty Mountain Resort.
